“MECHANISMS FOR RURAL COMMUNITY TRANSFORMATION AND THE ATTENDING INSTITUTIONAL CHALLENGES”
The paper argued that the state, region and country has the material and human resources required for the elimination of poverty. That prevalent poverty is more a product of absence of institutional pre-requisite (normative and organizational), for transforming existing potentials to the wellbeing of the people. Empirical facts will be drawn across the globe but cascading them into the realities of the situation in Rivers state and Nigeria.
